The concept of civil service in India gained importance during the British rule in the county. Charles Cornwallis, known as the 'Father of Civil Service in India', introduced the much coveted ‘Indian Civil Services (ICS) in order to have a better hold on the country. Post Independence, the Indian political leaders retained some elements of the British structure of the administrative system. Thus, features (adapted from the ICS pattern of British India) like the open entry system based on academic achievements, training, permanent tenure, and reserving important posts in the Center, State, and District governments became an integral part of administration. Later, such posts were reserved for officers of civil services in such administration system.
The civil service system became the backbone of the administrative machinery in India. In a Parliamentary system, where the Prime Minister determined the policies and programs of the government, the responsibility for implementing and administering of those policies and programs rested with a large body of civil servants..
